My cowbell has traveled to quite a few ECAC rinks and has never been refused or tossed out before.

Maybe it wasn't the cowbell. Were you maybe wearing a turbin? Or subject to other profiling? In some cultures/religions, the terrorists are considered saints. Maybe you were mistaken for one. 

As for sneaking in the cowbell -- what if airport security is applied to the hockey rink. The way to assure no plane is hijacked is to make sure no one who wants to prevent it from happening is armed. Maybe no one who wants to prevent silence should be armed with cowbells, thundersticks, or other musical/percussion weapons.
