Well, there is, and it doesn't look too good for Penn State.  Let's see
how they did last year against non-club teams.
 
Hobart    W 6-3   Hobart is a Div. III team that finished last in the ECAC
                  West with an overall record of 9-14-1.
Scranton  W 7-0   Although Scranton is a Div. III varsity team, they are
                  virtually a club team playing half their games against
                  club teams.  And besides, they are by far the worse Div.
                  III team in history.  And I'm being kind.
Findlay   L 5-4   Findlay just went up from club to varsity in 1997-98.
                  They competed on the Div. II-III level with an overall
                  record of 11-16-1.
Fredonia  L 6-2   The first real test for Penn State.  Fredonia finished
                  6th in the tough Div. III SUNYAC with an overall record
                  of 10-15-3.
Villanova L 9-2   Villanova competed in the lower tier Div. III level (none
                  of those teams are even considered for the Div. III
                  playoffs), and Villanova was getting pounded by everyone.
                  Eventually they had to forfeit the latter portion of their
                  schedule as they ran out of players and folded their
                  program.
Villanova W by forfeit  See above.
Findaly   W 8-2   See above.  This is the only impressive win I see.
 
So, based on these mixed results against poor competition (nobody above
.500), I would say that Penn State would have a real tough time beating
any bottom Div. I team.
 
BTW, Penn State did play the University of Buffalo, but like Penn State,
despite being a Div. I school, they only have a club hockey team.
