According to the 1998-99 D1 manual this is correct...rule 14.5.5.3.11
allows a SA a one-time transfer exemption if 5 conditions are met.
 
a) SA is playing a sport other than D1 basketball, D1A football, or D1
men's hockey at the new school.
 
b) SA has not transferred previously from another four year school unless
it was to use the exemption for discontinued sports.
 
c) SA must be in good academic standing -- i.e. would have been still
eligible at the old school.
 
d) SA's previous school certifies in writing that it has no objection to
the SA being granted the exception.  If denied, the SA has the right to a
hearing conducted by an entity outside of the athletic department.
 
e) If coming from D3, the SA is eligible to compete but cannot receive
athletically related financial aid during the first year.
 
So in this instance if UNH has no objection, she would be able to play
immediately.  If UNH does object, and the hearing upholds the objection,
then I am not sure what happens.
 
I wonder how often objections are lodged and upheld.  I'd think that most
of the time even though the school may not want to lose the player, it
would not raise an objection -- it is probably not likely that the SA would
return to play for that school and even if so, there are bound to be hard
feelings.
 
This is also an interesting case because of the posts a while back that she
was receiving a "tour" of the campus and some wondered whether or not UNH
had given permission for contact to take place.  On the one hand it is
understandable that UNH would not want to lose her, on the other hand it is
an opportunity to play close to home for a school that did not have a team
when she started school and that has also proven to be quite competitive
already.
