At the RPI/UdM game today, one of the teams was called for icing 
while they were shorthanded.  Is this a rule change this year*, or 
were the officials engaging in creative refereeing?

Never mind; just found this:

Apparently it is a rule change this year.

* If you remember the WHA, in addition to the orange pucks, one of 
their rule differences was that you had to clear the blue line before 
you could ice the puck while you were shorthanded.
