Governor Mills’ Moving Maine Forward Plan – Public Library Impact

On Friday, March 5, 2021, Governor Janet Mills issued a new executive order<https://www.maine.gov/governor/mills/sites/maine.gov.governor.mills/files/inline-files/EO%2093%2035.pdf> as part of the Moving Maine Forward Plan  that made changes to indoor gathering, quarantine and traveling COVID guidance. The Governor’s State of Emergency is still in effect (remains the same).

The Maine State Library will review the repeals and modifications to the seven executive orders cited in the Executive Order 35 FY 20/21: Moving Maine Forward Plan and will seek clarification between occupancy (building) and gathering (meeting space) limits.

Indoor Gathering Change:
The Maine State Library will review the current Public Library Checklist<https://www.maine.gov/msl/about/commission/documents/LibraryChecklist-Approved-MaineLibraryCommission-May18.pdf>, the Public and Community Buildings Checklist<https://www.maine.gov/decd/checklists/public-and-community-buildings>, consult with Maine DECD, and will make updates as necessary.  We will notify libraries of any changes and updates. Indoor gathering changes go into effect March 24.

Gathering limits as further established by the Governor’s Executive Order are subject to the following limits: (Updated 3/5/21)

  *   All indoor gathering limits:
     *   Effective March 26, 2021 through May 23, 2021: 50% of permitted occupancy or 50 persons, whichever is greater.
     *   Effective May 24, 2021 and thereafter: 75% of permitted occupancy or 50 persons, whichever is greater.
Quarantine and Travel Change:  Effective immediately, the plan

  *   Adds Massachusetts, Connecticut, and Rhode Island to the list of states exempt from the test or quarantine requirement. New Hampshire and Vermont had previously been exempt. These states have reduced their positivity and active case rates.
  *   Exempts those who have either recently had COVID-19 or been fully vaccinated against COVID-19, regardless of their state of origin, from the test or quarantine requirement. Federal requirements related to international travel, however, remain in effect.
