 Almost every team whistles to get guys to change.  You just may not be able
to hear it in the corwd.  Plus, whistling itself isn't an artificial
noisemaker - they aren't using a whistle - just mouth/fingers whatever their
style is.

And Carol, as a Gopher fan, you must be aware (I'd hope) of the near-arrest
of several Cornell fans in the Gopher's building last year at the NCAA
regional for, you guessed it, trying to play a cowbell and not being part of
the band.

I can't believe that of all the topics for people to discus this time of
year there is so much discussion of this topic.  (I think the old home-team
regional hosts and ice-size debates would be more welcome at this point!)
There is a pretty clear set of rules, as people have outlined previously,
which leave it up to the rink and the refs to take care of.  And home teams
can and will use the rules to their best advantage.
