I noticed this buried in the USA Today on-line sports page.  It said "The
council rejected by a 9-3 vote a motion to withdraw an amendment
prohibiting members from playing at the Division I level in selected sports
with the benefit of athletic scholarships."  The full reform package is being
forwarded on to a vote by the full membership in January.
