I do not think they'd reseed.  What I envision is like hoops where there is
a 3 year rotation on who plays who in the semifinals, or, common sense (!)
where we've set up #'s 1 & 4 bracket to meet in semi #1 and 2 & 3's bracket
to meet in semi #2.
