I can't find anything specific, but borrowing from the rule on delayed
penalties, basically a team is said to be in possession of the puck until the
other team gains control themselves. In this context, a bouncing puck such as a
rebound off the goaltender does not count as a change in possession. Hence SCSU
still had possession of the puck even if the puck wasn't directly on one of
their sticks.

Rule 4.9.b.
If an infraction of the rules calling for a minor, bench minor, major or
disqualification penalty is committed by a player of the team not in
possession of the puck, the appropriate on-ice official shall signal the
calling of a penalty and immediately ***upon completion of the play by
the team in possession***, blow the whistle and the penalty shall be
assessed by a referee.

that the puck must have come into the possession and control of an opposing
player or goalkeeper or has been ifrozen.i This does not mean a rebound off the
