The PairWise Ranking system is used by the NCAA selection committees to
seed the Championship tournaments.  RPI (Ratings Percentage Index) is a
tiebreaker within PWR.  RPI can overestimate the strength of a team's
schedule if their opponents also played predominantly weak schedules.
Below is USCHO's approximation.
