I was hoping someone more knowledgeable than I would take this on.
As far as I know, no, it doesn't mean that other schools CAN'T recruit
him any more. As to whether they DON'T recruit him any more, I don't
know. I would suspect that even if there were some restriction, that
teams would find a way around it.
I think that one reason that verbal commitments have a higher level of
visibility now is that there is so much more attention paid to hockey
recruiting. Websites, etc. publicize who the sought-after recruits,
who they're considering, etc. So quite often, even if the school
doesn't "officially" announce a verbal commitment, someone else
"unofficially: announces it. And I'd guess that officially announcing
a verbal commitment has some deterrent effect on other schools
recruiting the player, and on the player later changing his mind.
