My take was that the NCAA has dropped regional affiliation not only for
the byes but for the seeding generally.  As far as I can tell, this
approach gives the closest approximation of the seedings that the NCAA
actually produced, with the only difference being an exchange of 5E
Wisconsin with 4W Minnesota.
