So perhaps they should just amend the rule to allow the player to take
a penalty shot on the empty net.  That way the puck *would* have to
enter the goal, and the crowd would love it.  And it would be about as
likely to succeed as a penalty kick in soccer.
 
I'm only half kidding, but then again, I think that someone should
have to break the wicket to make an appeal for caught out or LBW in
cricket.  :-)
