I know that NCAA rules do not permit a football coach to mention a recruit until
the school has a signed letter of intent.  I assume the same would be true for
hockey but then again who can begin to understand the strange world of the NCAA.

Yes, that rules applies to every varsity sport sponsored by an NCAA institution
(whether or not its an NCAA-sanctioned sport).
