The puck bouncing off the goaltender's equipment is not considered to be
under control.  It's called a rebound.  And as for what prevents players
from axing a goalie to death with their sticks while he's in the crease,
the answer is slashing penalties.
        If you use your definition of control a number of problems would arise.
In particular:  Delayed penalty is being called, non-penalized team has
control of puck, get scoring chance, shoot, puck goes off goaltender's pad
and into the net.  No goal, defensive team gained control of puck before it
went into the net.  Seems to be problematic.
