Actually, that's what LOOKED like had happened -- and I had guessed
that's what was done.  In fact, it was only a fortunate by-product
between what everyone who studied PWR THOUGHT would happen, and the
specific way the committee did it (i.e. using head-to-head PWC over the
overall wins).
