The other ostensible reason seems to be to pump up the chance of the #1 RS
to win the tourny and snag an NCAA bye seed.  Questions about that are: 1.
will it work, and 2. is it a good/fair idea.  To my mind, 1. it will work,
and 2. I don't care very much -- after all, if you want to make the NCAA
"all:" you have to do is win out in Placid.
 
Wonder what happens if the NCAA field ever gets bumped to 16.  Then all of a
sudden there are no bye seeds, *and* it becomes more a matter of trying to
get 4 reps to the tourny from your conf.  Under those circumstances,
penalizing the 4/5 RS teams doesn't look very bright.
