I don't know how definitive this is but I grew up in the New York City area,
and like any other New Yorker, I have a strong opinion which I am willing to
give whether you want it or not.
 
To me, Hell's Kitchen is the neighborhood in mid-town Manhattan, going
from 34th Street on the south to 59th Street on the north and 8th Ave.
on the east to the Hudson River on the west. From the mid 19th century
through the 1950's (at least), this area was filled with low-rise tenements,
low income people and was one of the largest enclaves of Irish settlers
in New York City.
 
When I was younger, it was said that 75% of the city's firemen, 80% of the
city's police and 90% of the city's politicians had ties to Hell's Kitchen.
 
I haven't lived near New York City since the mid 60's so I cannot comment on
its changed in the last 30 years.
