But what would the difference be between this and the system used by the
other three conferences?  The way I understood it, linesmen in the CCHA
could only "call" penalties that took place behind the play and were missed
by the referees.  Now you're talking about giving them authority to make
any calls the referee might miss - not just ones behind the play.
 
Seems to me, if it looks like a duck, walks like a duck, and quacks like a
duck, it's still a duck.  He may be called a linesman, but in this
hypothetical situation, he's acting just like a referee.
