The "Points of Emphasis" are located on page 7 of the 1996  NCAA Men's Ice Hockey Rules Book.  It is a section that calls attention to certain areas of the game that the Rules Committee feels need to be improved, not through additional rules but by a stronger emphasis on existing rules.  This year, the Rules Committee requires that players, officials, coaches, athletic directors, supervisors of officials and commissioners concentrate on the following four areas:
 
1.      ETHICAL BEHAVIOR
Abusive language or acts of disrespect by playing and nonplaying personnel will not be tolerated and the appropriate penalties MUST be assessed.  Also, fighting/punching MUST be eliminated from the game with strict enforcement of the rules.
 
2.      HITTING FROM BEHIND
Officials MUST continue to penalize this violation with zero tolerance.  The Rules Committee is steadfast in its belief that hitting from behind must be eliminated from the game.
 
3.      HOLDING THE STICK
Holding the stick (except to prevent injury), whether by an offensive or defensive player, must be enforced strictly.  Holding the stick has become pervasive in the game and must be enforced strictly if we are to eliminate this form of interference from the game.
 
4.      INTERFERENCE
Interference MUST be penalized when it consists of:
a.      A Player who blocks out an opponent attempting to forecheck
        or gain possession of the puck;
b.      Interfering in front of the offensive goal; and
c.      Hooking or holding an opponent not in possession of the puck.
 
This year's Rules Committee is made up of Sid Watson, Chairman, Athletic Director, Bowdoin College; Mike Gilligan, Coach, Univ. of Vermont; Steve Nelson, Coach/Athletic Director, Univ. of Wisconsin Superior; Dick Umile, Coach, Univ. of New Hampshire; Rick Yeo, Athletic Director, Michigan Tech; Paul Duffy, Coach, Geneseo State Univ. serves as Secretary/Editor and is a non-voting member of the Men's Ice Hockey Committee.
