the Hockey East web site states that the tiebreakers are:
 
Here are the tie-breaker guidelines:
 
1.Head-to-head league games. 2.Most league wins. 3.League record against
Hockey East teams, starting at #1 and going in descending order until tie is
broken.
 
In their latest weekly release, they list the top four teams (Maine/UNH, BC,
and Providence) and "the rest of the pack" (Lowell, Merrimack, UMass-Amherst,
and Northeastern), but not BU.  Does that mean that HE considers BU to have a
lock on 5th, or that someone just forgot.
