MSL announced that the COVID-19 Reconciliation spending package includes $200 million in funding for the Library Services and Technology Act (LSTA). The package includes a $2 million state minimum to ensure each state will have adequate resources for COVID-19 response and recovery. MSL is very hopeful that this funding remains in the bill. We will keep everyone apprised as this bill moves forward to any advocacy you can do to support this funding for libraries in Maine.
Van Delivery:
Route changes: Beginning Feb 15 and additional changes at the end of the month.
FX made some route changes to help balance the number of deliveries on certain routes. Changes were made to move the following libraries to be served from the Brewer facility. The following libraries and will be in effect beginning Feb 15.

FX anticipates that it will also combine a couple of routes out of the Portland facility at the end of February. We will let libraries know as soon as we hear about those changes.
Estimated Van Delivery cost increase - to begin July 1, 2021
We do not have the final cost for the July 1, 2021-June 30, 2022 year but for your budget preparations the increase should be no more than 5%. It will likely be less but will be determined by the Q3 transportation and consumer price index focused on gas prices. The increase range provided by FX for planning purposes is a minimum of $0.40 per day ($ 18.80) to a maximum of $0.85 per day ($ 19.25).

* Battelle Lab is working on Tests 7 & 8 which will investigate how cold and hot temperatures affect the length of time the COVID-19 virus can live on surfaces.
* Results for Test 6 were reported. Surfaces tested were glass, marble, laminate, brass, and powder-coated steel. The lab found that even though trace amounts could be detected on the steel, laminate, and glass on Day 6, the quantifiable limit (LOQ) of virus they set for the test was not detectable for all the surfaces on Day 2.
The Master Question List<https://www.dhs.gov/publication/st-master-question-list-covid-19> forCOVID-19 (caused by SARS-CoV-2) Weekly Report quickly summarizes what is known, what additional information is needed, and who may be working to address such fundamental questions as, "What is the infectious dose?" and "How long does the virus persist in the environment?" The Master Question List (MQL) is intended to quickly present the current state of available information to government decision makers in the operational response to COVID-19 and allow structured and scientifically guided discussions. First Amendment Audits<https://www.maine.gov/msl/libs/documents/FirstAmendmentAudits.pdf>: I gathered information together and created a PDF for libraries interested. NH State Library has reported audits in towns and many have slopped over to their municipal libraries.
There were also questions about requirements for the new paid leave law. See DOL Earned Paid Leave<https://www.maine.gov/labor/labor_laws/earnedpaidleave/> webpage. The law applies to employers with more than 10 employees in Maine for more than 120 days in any calendar year. If you are a municipal library the more than 10 employees applies to the entire municipal workforce.

Hold the date: Spring Council, May 7 via Zoom. Topics covered will be diversity, equity, and inclusion. Keynote speaker will be Jason Broughton,<https://www.linkedin.com/in/jmbroughton/> Vermont State Librarian. A panel of new Mainers to discuss their experiences in Maine and with libraries. More details to come.
New Public Library Directors' Orientation will be moved to Fall 2021. Fingers crossed that it could be an in-person event! Date to be determined, likely in September.
