Not quite...according to the RPI guide, he "only" had 145 in 90-91.  His
career totals were 401 from 87-91.  Through 89-90, Colgate's Dan Fridgen
had the season record with 164 in 80-81.  Clarkson's Derek Ray had 402 in
his career from 82-86.
 
Someone is bound to bring up the name of the immortal Kevan Melrose from
Harvard...he had 124 PIM in 16 games in his last year, 89-90.  Harvard
doesn't list records for penalty minutes (at least they didn't in 90-91,
the year of the most recent Harvard media guide I have).
