If the NC$$ truly wished to "maximize regional attendance" then
why not throw out the idea of the 5 and 6 seeds crossing over.
Just seed the teams in their region and have them play within
their region.  This guarantees two Eastern seeded teams and two
Western seeded teams in the Phinal Phour, but if you have
1E play 2W, and 1W play 2E, you still have the possibility of
and all East or an all West final.
 
What you can't have is what happened last year, an ALL West
Phinal Phour.
