Last weekend I was at the Harvard-SLU game at which SLU received a protocol penalty at the start of the second period.    I didn't know what the exact violation was.  I was just listening to the pre-game show for tonight's game and Bob Prier, Assistant Coach, said that it was because a player stepped on to the ice from the bench at the end of the first period.  He stated that there is a new rule that players may go on the ice even to congratulate their own goalie at the end of the period.  My question is:  Is this a NCAA rule?  Is it just ECAC or other leagues as well?
