In theory the NCAA works for the member institutions, just like
in theory a school district works for the residents of that district, just like
in theory a professional society works for its members, just like
in theory a public company works for its stockholders
 
the mode of management in the NCAA is a "management board", just like
the mode of management in a school district is a "school board", just like
the mode of management in a society is a "governing board", just like
the mode of management in a company is a board of directors.
 
These boards are generally made up of people whio also have "day jobs"
so the typical management strategy is to hire an executive director or
a president or a superintendent.
 
does the paid staff of the NCAA really run the NCAA, and
does the superintendent of a school district really run a school district, and
does the executive director really run the society, and
does the president rewally run the company?
 
Feel free to draw any conclusions, warranted or not, from this.
A sarcastic persion i know has observed that the difference between
most organizations and the cub scouts (or prownies) is that the
brownies (or cub scouts) have adult leadership.
