I believe they got in trouble for, basically, not reporting it at all. The gist
of the issue wasn't so much that they were using booster funds but in the way
they were handling it.
 
Also, though not common, it's not unheard of.  Often, a coach will get perks
through a booster club (vehicle, country club membership, etc.).
