Maybe it's just an NHL rule...but I do know that almost every single
Collegiate/Professional rulebook of any sport has a section in it that gives
the referee discretion to award a score in the interest of fairness. I have
definitely seen a goal awarded at the NHL level in such a circumstance (thrown
stick, empty net). The NHL rule that was applied finds that if there is a
penalty shot awarded with a pulled goaltender then, in my own words; "for
crying out loud it's a GOAL". If they actually make the player take the
penalty shot on an empty net in college all I have to say is....uh....ok!
