How I thought actual selection was done.  (Note: NOT the ordering of bids
-- that's all black magic and gallons of tequila in the committee hotel
suite...)
 
 
First step: ignore the PWR.  Give every RS and PS champ a bid.
 
Second step: look at the PWR.
If any conference had the same winner for the PS/RS, take that conference's
best (by PWR) other team and give them a bid.
 
Last step: just start at the top of the PWR and assign bids until you have
12.  Done.
 
 
No muss, no fuss.  Is this not reality?
