Woog is trying to put as many skates at Minnesota as he can.  He had 29
players on the roster, with 23 playing 18 or more games.  The fourth line
was a turnstyle all season with players being rotated in and out of the
lineup.  By offering a few players half scholarships Woog can have more
players at his disposal, but some players who are offered partial
scholarships slip away from him. (Chad Remackel of CC was one)  The allure
of playing for Minnesota allows him to do this.
 
Most coaches
18 scholarships ->  18 full scholarships  ->  22 players
 
Woog
18 scholarships ->  12 full, 12 half  ->  24 players on scholarship  -> 29
players
