     Wrong, if the same team wins the regular season title and the
     tournament, and it is a weak conference, there is nothing that says
     that there has to be more than 1 team picked from that conference.

    3) for each conference that so far has only 1 team selected
       because the same team won both the regular season and the post
       season tournament, select a second team FROM THAT CONFERENCE
       (giving 0-4 more teams and bringing the total to 8)
