The whole issue of whether it would be better to allow fighting is a moot
point.  The NC$$ does not allow it now, and they will not move in the direction
of allowing it, because...
 
1.  There are written rules against fighting now, so allowing it would require
an explicit policy change.
 
2.  Making such a change would have to be accompanied by some sort of argument.
 
3.  There is no argument that would be defensible from the standpoint of NC$$
public relations.  What are you going to say, "it'll bring the crowds in"?  You
*might* say, "fear of retribution will keep people's sticks down and decrease
head injuries", but the logical rebuttal is to stiffen penalties against
creative stick work.
 
4.  There would be many arguments (whether you accept them or not), however, to
retain the ban.
 
When the NC$$ actually does something, it moves towards greater, and not
lesser, regulation.
