Since Carol and Wayne appear to have received contradicting information
from the people at their respective schools, my next question is,
could they both be right? Perhaps Minnesota has implemented a
requirement beyond that declared by the NC$$ which makes it more
difficult for Minnesota players to return to their team following the
Olympics.

This would not be the first time something like this has happened.
For example, in 1988-89 and 1991-92, Merrimack had players who became
ineligible by the school's academic requirements, which are stricter
than those of the NC$$, while they would have remained eligible under
the NC$$ regulations.
