I agree, this surprised me too.  On the other hand, the rules do provide
for exemptions for postseason conference tournament games as well as NCAA
tournament games, so the NCAA does have some jurisdiction over the
conference tourneys.  Could be that the NCAA has opted to revoke Maine's
exemption (in effect) for the postseason conference tourney.  I'd be
interested to know if any other recent NCAA cases that involved a ban on
postseason play also extended to the conference playoffs.
