No, it's not a violation.  Varsity athletes can generally engage in
campus intramural events.  They are not considered "outside
competition."  An important exception is that they cannot play
intramurals **in their sport** during their varsity season.  So,
varsity hockey players cannot play intramural hockey during the NCAA
ice hockey season.  But they could play intramural basketball,
volleyball, ultimate frisbee, etc., etc.
