Fighting doesn't exist as a byproduct of frustration, anger, or intimidation
in boxing; it's the main game plan.  So, it's not comparable.  The "fighting"
in boxing is through preparation not retaliation. You're supposed to fight.
Though the American Academy of Neurology, based right here in St. Paul, is
trying to put a ban on boxing. Whether that includes amateur levels,
professional, or both, I'm unsure.
 
Anyway, fisticuffs rule 56 in the 1999 NHL rulebook states that it is illegal
and warrants a complicated list of  minors, majors, ten minute misconducts,
game misconducts, ten game misconducts, and finally fines. Oh and I forgot,
any player that wears tape on his hands receives a match penalty for
deliberate intent to  injure and a possible suspension. If the ramifications
of illegal play or fighting were a little stiffer, like cell block
accommodations instead of the "Sin Bin" maybe  there would be  less of a
likelihood for seriously illegal injury causing play.
