Rule 6-9 a. A minor penalty shall be imposed on a player or  oalkeeper who
delays the ame by deliberately shootin or battin the puck outside the
playin area.
 
  I believe there was some discussion of this in the rules chanes duscussion
2 (maybe 3 ) years back, but I can't locate the interpretation riht at the
moment.
