The NCAA sets the seating policy, not the arena.  I had a very defensive
(probably rightfully so) arena person on the line one time a few years ago
when I called about bad seats during the "premium seating" era.  She had
too many people calling about that sort of thing that day.

But, IMHO, the seat locations given out by Buffalo and Boston the last
two years have been the absolute worst.  An arena should be forced to
agree that fans will get the first crack at the prime seats, not the
corporate fat cats and high tax bracket guys who lounge in those club
seats.  I agree with Eric that Milwaukee was a wonderful host.  I hope
they don't sell out to the monied class when the Phrozen Phour returns.
