I've noticed on several occasions this year at Brown games that offsetting
penalties have resulted in 2 minutes of 4 on 4 hockey.  I thought offsetting
penalties didn't affect the number of players on the ice.  The penalties
occurred at a time when no other players were in the box, so why the 4 on 4?
Was there a rule change in the ECAC this year?
