According to rule 2-3-e, a team may dress up to 18 skaters and 2 or 3
goaltenders.  BTW, if you dress only one goalie, you are assessed a bench
minor at the start of the game.
 
I am not sure how it is out West, but it is not unusual for Eastern
teams to dress three goalies.  I would even say most teams do it.  It
makes sense to dress as many players as you are allowed under the rules.
