Only one of Charlie's list would I be confident about:
j) which officials will work multiple leagues (say which leagues)
and the answer to this is none -- you only get paid by a league, so all officials are employed by a league. 

As for the rest of it - Big 10, WCHA, or NCHC, my guess is that the officials will choose based upon the salary offered by each league. Travel (cost) aside, any official would go to the highest bidder. 
But I would assume the WCHA has an inside track compared to the other two (new) leagues. The WCHA would have a list of officials by seniority, and any senior official in the WCHA might end up losing any seniority in the other league (all officials used in the first year having only one year of seniority). So in bargaining terms the WCHA should be able to keep most of its senior officials, but the younger and junior officials should be the ones in the Big Ten and the NCHC -- unless these two league are ready to pony up some big money to get more experienced officials.

Back to the travel cost issue, though. Where the officials live is a big deal to them because there is time away from their current ("other, real") job as well as time away from their family (wife and kids) to officiate the Friday and Saturday night hockey games. Given that there is some overlap in a few of the league's territories, that throws a big wrench into who goes where. 

I would expect the Big Ten to end up with a mixture of the WCHA and CCHA senior officials. Then NCHC to end up with the rest of the officials based in North Dakota, Minnesota, and Colorado (any in Ohio?). The WCHA will have the most difficult row to hoe, because they will involve the most difficult travel schedule. My guess is that the WCHA will have the youngest age on average of all the major college hockey associations (young ones think travel is a good thing).

g) which other officials will the big 10 pick up

i) which other officials will the NCHC pick up
j) which officials will work multiple leagues (say which leagues)
