instead of sending the two lowest west teams east, i've sent the two conference
third place teams east and instead of sending the two lowest east teams west,
i've sent the two conference third place teams west.  that avoids any
intra conference matchups in the regionals. (ohio state goes east and
wisconsin stays west  and  new hampshire goes west and yale stays east)
