Let me start by saying that I don't have a rulebook ... however, for the
last six years or so, either my husband or my son have been the public
address announcer at UWSP hockey games and, as such, are considered off-ice
officials.  That title also applies to the official scorer, timekeeper, and
penalty box staff.  What usually happens is that when/if something improper
or irregular is noticed by the off-ice officials, the horn or buzzer is
sounded briefly to get the attention of the on-ice officials, the
information is relayed to them, and appropriate action is taken.  That's
usually during a stoppage in play.  I don't recall a stoppage of this type
once play has re-started.
