Having 16 teams shouldn't necessarily mean having four teams from each league...
after all, in the Basketball tournament we had six (?) teams from the Big 8
conference, while some conferences had one or zero.  There's a good chance that
one conference might deserve five bids, while others might only deserve three.
So you seed them just like in basketball:  the four best teams get #1 seeds,
the next four the #2 seeds, and so on.
