The rules are just an attempt to return a favor to the US Olympic Committee.
  The USOC has donated money to the NCAA to grow programs that have low
participation numbers but are also olympic sports.  The favor is that a lot
of athletes now have to choose between college and accepting medal money.
This choice has annoyed many athletes and coaches alike.  Our buddy Ced is
probably getting pressure from his coaches that they are loosing recruiting
battles because of the no money for play elgibility rules.
I wouldn't expect to see the ncaa make a favorable ruling towards Major
Juniors because of the pressures bringing forth this consideration.
