We've added a "disable" flag to hosts in NM.  When this option is set,
the DHCP servers will not give an IP address.

The effect is to keep machines that are not hard coded from connecting
even if they connect to a different network (roaming won't work either).
A user can of course bypass this by hard coding an address, but
hopefully it will be of some use.

The flag is a check box that can be seen by hitting the "More..."
button.  When a host is disabled, the string "(disabled)" will appear in
red in the Notes field along with any notes.

This option takes affect when the DHCP tables are exported.

Note:  If a machine already has an IP address, it may not ask the DHCP
server until it re-boots or its lease runs out depending on the
operating system.
