Today, the Department of Education released
<https://www.gpo.gov/fdsys/pkg/FR-2016-08-17/pdf/2016-19609.pdf> a draft
application for the FY 2017 Upward Bound grant competition. The proposed
application includes one competitive preference priority worth three (3)
points for applications supported by evidence that meets the “moderate
evidence of effectiveness” standard. The draft application also proposes an
invitational priority, which affords no additional points, through which
the Secretary encourages applications from programs that would increase
opportunities for participants to earn postsecondary credits in high school
(e.g., dual enrollment).

Comments on this draft application are due on September 16. Given this
schedule, COE expects that the final application will be available in
November with a due date in mid-January. These dates are, however, just
estimates. COE will continue to monitor the status of this competition and
keep the community apprised of any and all updates as they become available.
