Dear Colleagues:

Despite the fact that current Educational Opportunity Center grants expire
on August 31, 2016, the Department of Education has not yet issued any
notification as to the status of applications for new grant awards. As a
result, some of your institutions and agencies have now begun to issue
layoff notices.

This inaction by the Department flies directly in the face of the
congressional directive included in the report language to last year’s
omnibus appropriations bill <http://t.congressweb.com/l/?OAUJBURNZJXSADC>,
which stated:  *“The Department is strongly encouraged to…issue award
notices for [the Talent Search and Educational Opportunity Centers
programs] no later than July 31, 2016.”* This situation also heightens the
threat of the Department failing to notify grantees prior to the expiration
of current grant awards as it did five years ago. (You will recall that in
2011, the Department only began to issue award notifications on September
9—more than a week after EOC grant awards had expired.)

COE is working diligently to ensure that this does not happen. However, we
strongly encourage all EOCs to contact their Members of Congress

on the Department to release the results of the Educational Opportunity
Center grant competition as soon as possible! If you have additional
