No, you have missed the point.  This is an aid program that has been in
existence for years.  This administration has said it will not treat the
hockey student/athlete any different than any other student athlete, and I
have not (unfortunately) seen any evidence to the contrary.  This is a case
where finally the hockey program has caught a break.

You missed the point of my post. Union has come up with a system of aid for
foreign students (candidly directed at Canadian hockey players) that is not
available for US citizens.
 
In simple terms this STINKS! Fortunately the growth of D1 hockey will
generate more opportunities for US hockey players. It seems that eventually
most D1 schools will have Americans (and Europeans).
 
As always the US system of open competition will prevail.
