The reason I interpreted the proposal as allowing players 19 or younger to
not jeopardize their NCAA eligibility is that the proposal allows a player to
play in an organized league for one year beyond their high school graduation.
 For most players, HS graduation would be at age 18, so they could play one
more year in any league (including, theoretically, the NHL) before
jeopardizing their NCAA eligibility. Indeed, the proposal uses as a
hypothetical example players like Kobe Bryant returning to play college
sports, a theory they reject, probably correctly, as improbable). Thus, even
if the NCAA deems major junior teams to be "professional" leagues, the HS
plus one rule would apply.
 
Alternatively, if the NCAA were to interpret "professional" league to exclude
major junior leagues, then there would be no restriction whatsoever in
players going on to the NCAA.
 
This ruling would not impact the age limits imposed by junior hockey teams,
as I assume that major junior would still maintain their 20 year old age
limit (21 for a limited number of over-age players).
